What is OSMEC?

OSMEC stands for Online Submission and Monitoring of Environmental Clearances. It is a web-based portal developed by the Ministry of Environment, Forest and Climate Change for online submission and monitoring of environmental clearance proposals.

What is the purpose of OSMEC?

The portal aims to enhance efficiency, transparency, and accountability in the environment clearance process, reduce turnaround time, and provide a more user-friendly application process for project proponents.

Who can use the OSMEC portal?

The portal is primarily designed for project proponents who need to submit applications for seeking prior environment clearances from SEIAAs/SEACs for Category-B projects.

Registration and Login

How do I register on the OSMEC portal?

You can register by clicking on the "Register (New User Agency)" tab on the main page. After submitting the registration form, a user ID (your email) and password will be automatically sent to your email address.

Is it mandatory to change the default password?

Yes, it is mandatory to change the password on your first login after receiving the default password.

Proposal Submission

Can I submit multiple proposals?

Yes, you can submit multiple proposals under Category-B. Each proposal will be processed separately.

Can I edit my proposal after submission?

You can edit proposals that were saved as drafts. However, once a proposal is locked and submitted, no changes can be made.

What happens if my proposal is incomplete?

If SEIAA finds your proposal incomplete, they will raise queries through the "Essential Details Sought" module. You will receive an email and SMS notification, and you can resubmit the application with the required information.

Proposal Tracking and Modifications

How can I track my proposal status?

You can track your proposal status through the "My Proposals (Category-B)" section. The portal provides real-time updates on the progress of your application.

Can I withdraw my proposal?

Yes, you can withdraw your proposal at any stage before the TOR/EC letter is issued. You need to make a request through the portal, and after SEIAA accepts it, the proposal will be delisted from the process.

How can I request modifications to an issued TOR or EC?

You can request modifications through the "Request for Modification in earlier issued TOR/EC" option under "My Proposals (Category-B)".
